Before starting the process of applying for Quebec-selected skilled workers, check to see you meet all the requirements.
Apply online for Quebec-selected skilled workers program, if you are successful, you will be issued the Certificat de sélection du Québec.

- There are 2 stages involved to immigrate to Canada as a Quebec-selected skilled worker.
- Stages 1: Apply to Government of Quebec
- In order to obtain the Quebec Selection Certificate (Certificat de sélection du Québec [CSQ]), an applicant must apply to the Government of Quebec.
- The applicant must first create an account online using the Arrima portal to submit an expression of interest (EI) form.
- If your expression of interest corresponds to the invitation criteria established by the Ministère, you may be invited to submit an application for permanent selection.
- If you are invited, the applicant must complete a permanent selection application form and submit all required documents in support of the application for permanent selection.
- The Province of Quebec will assess your application, if the application is approved, applicant will be issued a Certificat de sélection du Québec (CSQ – Québec Selection Certificate).
- Stage 2: Apply for permanent residence
- You must apply to Immigration, Refugees and Citizenship Canada for permanent residence if Quebec Province gives you a CSQ.
- You may need to give biometrics with your application.
The Province of Québec has revealed it’s Immigration Plan for 2021. The Province of Québec plans to admit 44 500 to 47 500 as set out in the current multi-year plan. Due to the covid-19 pandemic, the province could not meet up with the plan admission for 2020. In 2020, only 59 to 70% of planned admissions were achieved.
