Health Care Workers Permanent Resident
Asylum claimants who worked in the health-care sector during the COVID-19 pandemic can now apply for permanent residence if they meet certain other criteria.

Program Status:
To be eligible for this process, you must have the required experience working in specific jobs providing direct patient health-care during the COVID-19 pandemic in Canada’s health-care sector between March 13 and August 14, 2020. The minimum working hour is 120 hours. You can also apply if, before August 31, 2021, you have a total work experience of either full-time work of 30 hours a week for 6 months and part-time work 750 part-time hours.
Until August 31, 2021, an applicant has to apply and get the necessary total work experience.
Mandatory/Minimum Requirements:
- You must be a pending or failed refugee claimant living in Canada.
- You must have made your claim before March 13, 2020.
- You must have been issued a work permit after you made your refugee claim.
- You must have the required work experience in specific jobs in Canada’s health-care sector.
- You and your family members must not be inadmissible to Canada.
- You must meet Quebec’s immigration and work experience requirements if you plan to live there.
- Spouse or common-law partner of an eligible refugee claimant who worked in Canada’s health-care sector and died from COVID-19, can apply for permanent residence under this process if they and their family members are not inadmissible and have been in Canada since before August 14, 2020.

- Immigrants account for 1 out of every 4 health-care workers.
- Immigrants make up 36% of all pharmacists and family physicians across Canada, as well as 39% of all dentists, 27% of all licensed practical nurses and 35% of nurse aides and related occupations.
- More than 40% of all newcomers to Canada between 2011 and 2016 who were working in the health-care sector were employed in the important areas of nursing and residential care facilities, as well as home health-care services.

- Key candidates for the program are refugee claimants who worked in the health sector during the pandemic or who are spouses or common-law partners of a refugee claimant who died while working in the health sector during the pandemic.

- Proof of relevant work experience i.e reference letter.
- Identity document and civil documents i.e. birth certificate, marriage certificate, national identity card etc.
- Death certificate if applying as spouse or common-law partner of a refugee claimant that died due to covid while working in the health sector.
- Children information if applicable i.e birth certificate.
- Photos: Include 2 passport photos. The photo must be taken within the last six months of applying. Write the name and date of birth at the back of the photos. Check photo specification.
- Police Certificate: Applicants must obtain and submit Police certificates for each country they have lived in for more than six months since 18 years of age.

- Fill out your application forms completely on a computer, validate the forms, print out all the forms, including the barcode page, date, and sign the forms.

The Health-care workers’ permanent residence pathway was announced as a covid-19 program delivery on December 14, 2020, by the minister of immigration to recognize the exceptional services of refugee claimants working in Canada’s health care sector and providing direct patient care during the COVID-19 pandemic. Under the program, eligible applicants have until August 31, 2021 to submit their permanent residence application.
