Caregivers may be able to apply for permanent residence through the Home Child Care Provider Pilot and the Home Support Worker Pilot meet the eligibility requirements. The Home Child Care Provider Pilot and the Home Support Worker Pilot allow caregivers and their family members to come to Canada if they have a job in Canada as a caregiver or have experience working in Canada as a caregiver.

Program Status:
- The Home Child Care Provider Pilot and the Home Support Worker Pilot are 5-year pilot programs that let qualified caregivers and their family members come to Canada with an open work permit to work temporarily. The open work permit is occupation-restricted. Applicants under this program can apply for permanent residents after 2 years of eligible work experience in Canada. The pilot program started on June 18, 2019.
The Home Child Care Provider Pilot and the Home Support Worker Pilot also allows caregivers’ family members to come to Canada to work or study while they get work experience.
An employer looking to hire a caregiver would have to search for eligible candidates in Canada or overseas and offer them an employment opportunity before they can apply for the pilot programs.
Both the Home Child Care Provider Pilot and the Home Support Worker Pilot are expected to have a maximum of 2,750 principal applicants each, for a total of 5,500 principal applicants, per year. Spouses/common-law partners and dependent children will not count against the limit.
Mandatory/Minimum Requirements:
- Have a valid job offer to work in NOC 4411 and NOC 4412
- Language abilities in English or French. Minimum CLB 5 in listening, writing, reading and speaking
- A post-secondary education credential of at least 1 year either in Canada or outside of Canada. If outside of Canada, a credential assessment is required.
- Work experience in National Occupational Classification (NOC) codes 4411 or 4412
- Plan to live outside the province of Quebec as a permanent resident
- You must be admissible to Canada

- Identity document and civil documents i.e. birth certificate, marriage certificate, national identity card, etc.
- Photos: Include 2 passport photos. The photo must be taken within the last six months of applying. Write the name and date of birth at the back of the photos. Check photo specification
- Police Certificate: Applicants must obtain and submit Police certificates for each country they have lived in for more than six months since 18 years of age.
- Medical Examination: You must be medically admissible to Canada. A panel physician will conduct a medical examination and issue a Medical Report form after completing the medical examination. Follow this link to view the list of panel physicians for each country. Panel Physicians (cic.gc.ca).

Make sure you receive a valid and genuine offer of employment from a Canadian employer. The offer must be made using Offer of Employment IMM 5983.
Gather all your supporting documents such as your educational certificates or assessment, language test results, proof of work experience, job offer, travel documents. Etc. Get the documents checklist.

Certain steps must be completed before you apply. These are listed below:
- Receive a job offer: The job offer must be from an employer in Canada as an Home Child Care Provider with NOC 4411 or as Home Support Worker NOC 4412. The offer must be made using Offer of Employment IMM 5983.
- Meet the language requirement: English and French are the official languages in Canada. Applicants for the program are required to take a language test to prove their language skills. Get minimum Canadian Language Benchmark CLB 5 in English or NLCL 5 in French for speaking and listening, reading, and writing. Language Test results are valid for 2 years.
- Acceptable English language test:
- Canadian English Language Proficiency Index Program (CELPIP). Note: Register for the CELPIP-General test.
- International English Language Testing System ( IELTS). Book your test at British Council IELTS Online Application. Note: Register for the IELTS English General Training Test.
- Acceptable French Language Test:
- Test d’evaluation de français (TEF)
- Test de connaissance du français (TCF)

- Educational Credential Assessments (ECA) for immigration purposes. This is done to verify that your education is valid and equivalent to a Canadian one. An ECA report will be issued after evaluating your transcripts and professional qualifications.

PAPER – Based application
You have to submit a work permit application together with your permanent residence application
- Fill out your application forms completely on a computer, validate the forms, print out all the forms, including the barcode page, date, and sign the forms. Get the guide for application outside Canada or application from inside Canada to guide you through the filling process of your application.
- Pay your application fees. The estimated cost per Adult is $1,050 for permanent resident application and $255 for work permit. - Processing time:
The processing time for the Home Child Care Provider Pilot and Home Support Worker Pilot application is 12 months.
After your application, if your work permit gets approved, you will be able to work for any employer in Canada as either a Home Child Care Provider and Home Support Worker. Get at least 24 months of work experience to qualify for permanent residence and send proof to IRCC and a decision will be made on your permanent residency application.
