The Newfoundland and Labrador Provincial Nominee Program is an economic immigration program for skilled foreign immigrants who want to live and work in Newfoundland and Labrador. Applicants must meet specific criteria, including having a job or job offer to apply for the program.

Program Status:
- The Newfoundland and Labrador PNP nominate eligible applicants to the Immigration, Refugee, and Citizenship Canada for permanent residency under one of the following three categories, i.e. Skilled Worker, International Graduate and Express Entry Skilled Worker.
- Applicants must meet specific criteria such as having a job or job offer, establishing economically, and the intent to reside in the province to be nominated for permanent residency.
- Express Entry skilled worker category helps candidates to fast-track applications for permanent residency. If nominated, the candidate will receive 600 points within the Express Entry pool.
Mandatory/Minimum Requirements:
- A full-time job or job offer from a Newfoundland and Labrador employer.
- Qualifications, training, skills, and/or accreditation required for the job.
- Be 21 to 59 years old.
- The applicant must have the intention to settle permanently in Newfoundland and Labrador.
- The applicant must have sufficient settlement funds.
- Language proficiency.
- Applicants who are In-Canada Refugee Claimant can only apply for PNP or AIPP from outside Canada.
- If the applicant has an ownership stake in a business in which they are employed, the applicant’s share of ownership cannot exceed 10%.
- Have a Canadian post-secondary degree or diploma, or an Educational Credential Assessment (ECA).
- Proof of eligibility for provincial licensure or certification to work in regulated professions, e.g., such as a nurse, physician, and engineer.
- Be accepted into IRCC’s Express Entry pool and have a valid Express Entry key code (applicable for the express entry category).
- Score a minimum of 67 points out of 100 on the PNP point assessment grid (applicable for the express entry category).
- Have an IRCC Post- Graduation work permit (PGWP) (applicable to international graduates category)

Applicants applying under the express entry category must submit their online profile to Immigration, Refugees and Citizenship Canada’s Express Entry system and obtain their express entry profile number and job seeker validation code.
And apply for one of the three Newfoundland and Labrador PNP categories, i.e. Skilled Worker, International Graduate and Express Entry Skilled Worker.
The candidate will receive a nomination letter/certificate.

Once an applicant has determined that they meet the Newfoundland and Labrador Provincial Nominee Program requirements, applicants will have to create an account and submit their application online.
- If successful, the Newfoundland and Labrador Provincial Nominee Program issue a certificate of nomination. The successful applicant can then submit their application to Immigration, Refugees, and Citizenship Canada (IRCC) for a permanent residency visa. Selected candidates for nomination by Newfoundland and Labrador PNP must submit their application for permanent residency. IRCC makes the final decision on all applications for Permanent Residency. The Newfoundland and Labrador province announced a new Priority Skills immigration pathway under the Newfoundland and Labrador Provincial Nominee Program (NLPNP). The new pathway was launched on January 2, 2021.
